Description:
The City of Everett Port Gardner Water Quality Program serves to improve water quality in the Possession Sound and Port Gardner Bay by reducing combined sewer overflows and providing regional stormwater treatment for more than 200 acres of urban watershed. Phase 1 of the program includes the design of the Port Gardner Storage Facility (PGSF). The City of Everett acquired the Kimberly-Clark Wastewater Treatment Plant in 2019 to repurpose the infrastructure into the PGSF.

The PGSF will provide temporary combined sewer storage, reducing CSOs at the City’s four remaining uncontrolled CSO discharge points to meet the Washington State Department of Ecology executed Agreed Order number 11638.This facility will also provide stormwater treatment for separated stormwater drainage basins with conveyance to the City’s deepwater outfall and local stormwater conveyance to the Everett Water Pollution Control Facility.

Construction of the PGSF involves retrofit of the project site through installation of combined sewer and stormwater infrastructure. This includes, but is not limited to, buried conveyance pipelines, construction of two green field pump stations, rehabilitation of the existing aeration basins and secondary clarifiers, installation of a ground stabilizing buttress wall, pre-cast and cast in place vaults, architectural improvements made to existing buildings, installation of electrical systems, instrumentation and controls, and pile supports for new and existing structures. This work also involves all facility commissioning and start-up activities. Section 01 11 00 Summary of Work provides a detailed narrative of the project scope of work. Construction of the PGSF is planned to commence in August 2025 and must be operational by December 31, 2027, to be in compliance with the Agreed Order 11638 deadline.
